To setup a budget, login and go to My Account - Budget. Click the New button and pick a budget type from the next screen (Household, Business, etc). If none of these work for you pick Custom Budget. Now you see a form, type in a name, description and amount you have for your budget. Click the Split button and this takes your budget amount and splits it into standard categories. Save the budget. This creates the budget. As you enter expenses, you can go to this budget and view it to see if your expenses and budgeted amounts are in line.
You can also change the amounts if the defaults (based on averages) don't work for you.
